Professor Stewart received her Ph.D. from Mississippi State University in May 2008.  Her current research focuses on local governments’ unreserved fund balances and those factors that influence the level of savings maintained.  She also contributed (with Doug Goodman) to The Judicial Branch of State Government: People, Process, and Politics, ed. Sean O. Hogan, 2006, Santa Barbara, CA: ABC-CLIO.  She teaches courses in public administration.
